Digital Talent Attraction & Retention Framework
The Digital Talent Attraction and Retention Incentives Framework (DTA&R) is a national initiative led by the Ministry of Communications and Information Technology (MCIT) to design and implement a comprehensive incentives aimed at attracting and retaining high-quality digital talent in Qatar. The project was launched in July 2025 under the Digital Society and Digital Competencies Department.
The framework was established to address critical digital talent gaps in the market, strengthen Qatar’s position as a global technology hub, and enable the growth of a future-ready workforce aligned with national priorities. It introduces targeted financial and non-financial incentives, builds on existing national programs, and activates new mechanisms to support both individuals and organizations in accessing, developing, and retaining digital expertise.
At its core, the framework focuses on digital talent, defined as professionals whose expertise lies in designing, building, securing, or scaling digital technologies across industries.
