Digital Inclusion Upskilling Program
The Digital Inclusion Upskilling Program is a national initiative led by the Ministry of Communications and Information Technology (MCIT) under the Digital Society and Digital Competencies Department. Launched in April 2026, the program is designed to strengthen digital inclusion across Qatar by ensuring that all segments of society are ready, willing, and able to benefit from digital services and emerging technologies.
The program was created to address both current and future digital divides by improving digital literacy, increasing trust in digital technologies, and supporting the adoption of smart and digital services. It places particular focus on individuals and communities at higher risk of digital exclusion, while also supporting the wider population with accessible self-learning opportunities and digital enablement tools.
Built around a partnership-driven delivery model, the program establishes a sustainable digital literacy ecosystem involving government entities, NGOs, community organisations, volunteers, corporates, and private sector partners. Through training, awareness, digital tools, and community engagement, the initiative aims to empower residents with the foundational digital literacy required to participate fully in Qatar's evolving digital society and economy.
